Tivat – Representatives of “Vodacom” and consortium “Dahlem
Pecker-IGH” presented what they have achieved so far in
preparations for the third phase of works to improve the removal of
waste waters and water supply in coastal tourist areas.

At the press conference held yesterday, Director of “Vodacom”, Boris Vukovic said that the third phase of works would be completed by 2011 and that the total value of realized projects would, at that stage, reach Euro 60 Million.

Out of this amount, Euro 6,05 is the donation of German “KfW” bank, Euro 28 Million has been provided through loans, government of Montenegro has participated with additional Euro 5,6 Million, while the rest of the funds would be provided by the Municipalities.

“The aim of Phase 3 is to improve the removal of waste waters in Bar, Kotor, Tivat and Herceg Novi.

This project includes rebuilding of existing sewage networks, as well as the building of the new sewage infrastructure and facilities for purification of waste waters in Bar and Herceg Novi.

Till the end of Phase 3, works worth Euro 8,5 Million will be completed in Tivat, Euro 9,9 Million in Kotor, 16,2 Million in Bar. Project of Euro 25,65 Million will be realized in Herceg Novi”, Vukovic said.

He added that all works which have previously been agreed upon and which have commenced as a part of Phase 2 would be completed by New Years. Total value of these projects is Euro 12,5 Million.

“In Tivat, for instance, pre-qualification procedures have already been completed. And, in November we expect a tender procedure for the selection of the company which would conduct works on the project of Phase Two of the building of the main sewage system, which means that the works will continue, without break, immediately after New Years, when the ongoing Phase One of the collector-building and the secondary network is expected to be completed as well”, Vukovic emphasized, adding that implementation of Phase Three in other Municipalities depends on how diligent the local Parliamentarians in adoption of decisions in relation with the locations of the new waste-water purification facilities and selection of facilities which will be implemented in them.

According to the plans, facilities would be immediately built in Herceg Novi and Bar in the part of this Municipality in Sutomore’s region. Another facility would be built in Bar at a later stage, as well as a joint facility to meet the needs of the Municipalities of Tivat and Kotor.

While summing the achievements over the past seven months during the preparations for the realization of Phase Three, local coordinator of the consortium “Dahlem-Pecker-IGH”, engineer Pavle Jecmenica said that 110 meetings took place with the representatives of local water supply companies, at which concrete measures for the improvement of the sewage infrastructure and potential locations for the facilities for water purification have been discussed.

At these meetings, parties also discussed about possible technologies which would be used, as well as about the conducted geotechnical and geodetic research. Total of 66 kilometers of the existing sewage system has been inspected and samples of water – sea water in Herceg Novi and Sutomore - have been collected, as these are the locations where first purification facilities would be built.

“Building of these facilities can be completed within 3,5 years, but it all depends on the speed of local authorities in reaching concrete decisions about the locations, “Boris Vukovic.

Users from Tivat Most Diligent Payers

Director of “Vodacom”, Boris Vukovic also stated that the losses in the local water supply systems in the coastal municipalities - since the moment when this company started its’ urgent activities on their removal, had been decreased from 73 percent to in between 51 and 60 percent in August of this year.

“One must bear in minds that this quantity of water is being lost from the system not only due to the pipe-damages and similar problems, but it also has to do with the so called administrative losses, that is the difference between the calculated and realistically spent quantity of water as well as due to the illegal users of water supply network”, Vukovic said, adding that the number of payers for the used water has also been improved and that it now stands at 76 percent in Kotor, 79 in Herceg Novi, 81 in Bar, up to 91 percenet in Tivat.

“During the last four year, percentage of collected water bills has increased, on the average, by 10 percent a year”, Vukovic has concluded.
