Tivat- An anonymous Russian investor spread over few hundred tones of earth and stone into the sea, on the site below the local road which goes through the tourist settlement Krasici by Tivat.
About one hundred meters away from the road leading to Rose, or Petrovici, on a parcel, which according to the unofficial information is the property of the Russian Embassy worker, construction machines have dug underneath the road and lamp posts and the dig material is placed on the gravel and stony beach and into the sea below the parcel.
Local people we found on the spot by the construction site called this situation on the beach a “catastrophe”.
“This is sad, the real catastrophe. We addressed all competent institutions, from the local authorities to relevant ministries, but still there is no answer”, one of the inhabitants of Krasici said resignedly, insisting not to mention his name in the newspapers.
Local authorities of Tivat said for “”Vijesti” that after they were informed about this environmental devastation they immediately reacted by sending the Utility police on the spot.
Even though the control of construction works is not within the competence of the Utility police, they, nevertheless, reacted and made a record and informed on this matter the Ministry of Economic Development, or Inspection for Spatial Protection, which are competent for issuing construction permits in the coastal zone management and for control of construction works, as well.
Local governance authorities said unofficially for “Vijesti” that this very case is an illustrative example of difficult situation in the municipalities after the recent adoption of the new Law on Construction, by which local construction inspections are abolished and all competence left to the Inspection for Spatial Protection.
Public company “Coastal Zone Management” confirmed for “Vijesti” that on May 20th by regular control, their workers established the fact that “in the area of Krasici, anonymous person throw earth into the sea on the cadastre land 6 and 10 K.O Krasici”.
“We contacted the Utility Inspection of Tivat and they informed us that they already stated this works on May 18th, made a register and forwarded it to Inspection for Spatial Protection, Water-Management Inspection and Business Crime Inspection in Tivat”, Sandra Radulovic, PR of “Coastal Zone Management”, said, adding that construction works at issue are performed by the company “Mix 2006”Ltd Tivat.
Management of “Coastal Zone Management” expects the answer from competent inspections if the performed works are in compliance with law regulations, she added.
General public in Tivat is eager to get official information if any of public authorities issued a permit for spreading over ground into the sea and for devastation of the shore in Krasici.
Indeed, similar case occurred last summer in Lipci, on a larger-scale, which led to institution of legal proceedings against the investors and competent public bodies, as well.
