Visit-Montenegro.com: Municipality is responsible for chaos on the streets
Citizens in Tivat signed the initiative for reconsidering the municipal decision on the manner in which parking activity is organized in Tivat, claiming that the law was violated in the procedure of inviting tenders for the selection of strategic partner and making the contract. Nonetheless, drivers take advantage of every opportunity not to pay parking fee on street parking lots and use absence of tow-away service to park their cars wherever possible.
Tivat: Dragan Miljanic, the authorized representative of signatories of citizens’ initiative for reconsidering the municipal decision on the manner in which parking activity is organized in Tivat, said yesterday that the law was violated in the procedure regarding invitation to tender for selection of strategic partner and conclusion of the contract by which management of 830 parking spaces in this town was handed over to the firm “Parking System and Garages” in Tivat for the period of five years.
PSG is a daughter company of “Parking System and Garages MN” from Podgorica. Behind this firm is the company “Parking System and Garages” from Belgrade, i.e. its owner Dejan Simic, who is a lawyer.
“We managed to get all the papers which relate to this procedure and after consulting lawyers we concluded that in the process of invitation for tenders the municipality of Tivat has violated Articles 28, 32, 35 and 63 of Public Procurement Law. Article 45 of this law has been violated in estimating of the offer, since the offer was submitted by the company “Parking System and Garages” from Belgrade whose documentation was complete, but the contract was concluded with the company “Parking System and Garages MN” from Podgorica. For its authorized representatives papers required by tender were not submitted.” Miljanic said.
He pointed out that more than 470 citizens - signatories of the initiative and 23 residents’ assemblies of residential buildings from the center of Tivat who formally supported it have nothing personal against the company “Parking System and Garages” from Belgrade.
“We would act the same way if any other company from Montenegro is in question. The only exception would be the company from Tivat,” Miljanic says. He explains that signatories of the initiative ask from Tivat municipality to establish special local public company which would manage public parking lots in this town. This company would also manage berths in town marina Kalimanj and other public dock slips in Tivat.
Miljanic said if the company “Parking System and Garages” is “clean” in this business with Tivat municipality as it claims; then they should put at their office door in Tivat the contract they signed with local administration so that citizens could judge it on their own.
He also points out that nothing has been done since the local parliament formally accepted citizens’ initiative for reexamination of the decision on organizing parking activity that happened twenty days ago. In cooperation with signatories of the initiative the municipality should start drafting a new document. Miljanic accuses local administration that it purposely allows chaos on Tivat’s streets.
Drivers use the opportunity of not paying parking fee on street parking lots and absence of tow-away service, so they leave their cars at every possible place.
Frequently they park their cars in the middle of the road, on the sidewalks, pedestrian crossings, ramps for disabled persons.
“We do not want to play unfairly or to make chaos on the streets. But this is exactly what local administration does. If tow-away service of Tivat’s Public Utility Company could work during winter how come it is not working now after the last session of local parliament,” Miljanic says.
Dragan Kankaras, the Mayor, did not want to comment Miljanic’s statements. He only said that the tow-away service would start working "in few days".
