Caring for refugees

Montenegro is at the forefront of some of the region’s most recent refugee crises.

Home to displaced persons from several of the Balkan wars, the country is bracing itself for another potential influx with the declaration of Kosovo’s independence. The Montenegro Times spoke with Serge Ducasse, the representative of the United Nations High Commissioner for Refugees (UNHCR), about refugee policy in the country, and its ability to prepare for more refugees.
