Montenegro - ECO-TAX

Eco-tax has been introduced based on the obligations arising from the implementation of multilateral agreements in the field of environmental protection, reforms in the context of the European Union accession process, as well as on the grounds of recommendations made by the World Travel and Tourism Council (WTTC), with the ultimate goal to allocate the gathered funds for the implementation of operative measures of preservation and improvement of natural potentials of the ecological state of Montenegro.

This is the fee paid by all natural and legal persons to use road motor vehicles and their auxiliary vehicles on the territory of Montenegro. Citizens of Montenegro pay for the eco-tax when registering their vehicles, whereas foreign nationals pay the tax when entering Montenegro.

The fee amounts are determined according to the make of motor and auxiliary vehicles used. The eco-sticker, obtained upon the payment of the eco-tax, shall be valid for the period of one year.
Charging is starting on 15. Jun 2008.

ECO –TAX is paid by:

1. ROAD MOTOR VEHICLES FOR PASSENGERS’ TRANSPORTATION WITH AT LEAST FOUR WHEELS /CATEGORY M/

Type of the vehicle:

• Motor vehicles for passengers' transportation that have at most eight seats in addition to driver's seat M1 - 10 €

• Motor vehicles for passengers' transportation that have at most eight seats in addition to driver's seat and whose biggest mass allowed does not exceed 5t M2 - 30 €

• Motor vehicles for passengers' transportation that have more than eight seats in addition to driver's seat and whose biggest mass allowed is over 5t. M3 - 50 €

2. ROAD MOTOR VEHICLES FOR CARGO TRANSPORTATION WITH AT LEAST FOUR WHEELS /CATEGORY N/

Type of the vehicle :

• Motor vehicles for cargo transportation whose biggest mass allowed does not exceed 3.5t N1 - 80 _
• Motor vehicles for cargo transportation whose biggest mass allowed is over 3.5t, but does not exceed 12t N2 – 100 _
• Motor vehicles for cargo transportation whose biggest mass allowed is over 12t N3 – 150 _

The sticker is placed on the inner side of the windshield glass in the upper right corner !!!!

Therefore, all funds gathered from charging the eco-tax are considered the earmarked income of the Budget of Montenegro, used only to finance the concrete projects aimed to protect and improve state of the environment, such as the following:

• Afforestation and greening of public areas and contributing to the greatest challenge of the present day – the global climate change combat and reduction of the level of CO2 emission
• Prevention and reduction of river, lake and sea pollution by industrial and municipal sources of pollution
• Prevention and reduction of air pollution
• Agricultural land quality preservation
• Endangered flora and fauna protection
• Autochthonous and endemic species preservation
• Extension of protected areas
• Sustainable valorization of the potentials of national parks, protected areas, mountain ecosystems
• Prevention of coastal area degradation and linear urbanisation of the coast
• Rehabilitation of past industry polluted areas
• Balanced regional development and reduction of development inequalities
• Contribution to establishing the effective system of protection of persons and groups with special needs
• Larger number of sport and recreation grounds for children and adults
• Raising the awareness and knowledge of the uniqueness of natural values of Montenegro and education for sustainable development
• Preservation of unique landscapes and natural beauties for present and future generations
